The tracks are only there for fun, though and don't add anything to the gameplay. So to activate them, you have to purchase these DLCs. Don't remember which DLC (.) If a DLC is shown as installed but, you suspect it isn't working in-game. If the game isn't working correctly, R-click it in steam library and open 'properties.' Go through it and check all it's settings.along with making sure any DLC you do own are checked off as installed. Buying your own cars and selling them isn't going to give you as much (if any?) XP as doing the phone order jobs. When you do jobs, you get XP which also gives you points to spend at the toolbox.
